For some reason, on Sierra, my dock and title bar are opaque grey, instead of transparent. I am a massive fan of the macOS trasparency effects, but I am notting getting them. Any help would be appreciated.

macOS Sierra on my laptop doesn't have the translucent dock or notification center like other devices. It's probably because of the older hardware.
Is there any way I can enable translucency?

This turned out to be a long post (I pasted the config files in at the end-in case someone could see the problem). I'll say; "Thanks (very much!) now, and let you read the post, and hopefully suggest a fix.
