If i9-11900K is what you have, you wouldn't have functioning iGPU in macOS since it's not supported. It may be the reason why you are not experiencing the behavior whether the iGPU is set to auto or disabled.
Do you have iGPU disabled in BIOS? If so, try enabling it to see if you are affected. I know someone mentioned not having the issue on SMBIOS MacPro7,1 but it make sense that someone also did not have iGPU enabled in BIOS.

Basically, undo the process to enable AppleVTD.

I've had similar problem with my Magic Keyboard/Trackpad from Ventura Beta to 13.2.1. This was somehow linked to DEXT for Intel I225 ethernet for my case. Disabling it by adding e1000=0 fixed it for me. This however is no longer an issue on Ventura 13.3.
I've done some more testing and for my case, this was caused by DriverKit extension, AppleEthernetE1000 for I225 2.5GbE. Check your ioregistry to see if DEXT is attached to your I225 ethernet. If so, add boot-arg e1000=0 and see if this resolves the issue. What it does is, it prevents DriverKit...
