OK guys, UPDATE. I got High Sierra to boot from Disk without UNIBEAST USB.
All I did was upgrade Clover to the one from MOJAVE Multi-Beast 11.3.0.
I believe it is now CLOVER v2.4k r4934

I would say disable any extra hardware, like serial ports, etc. Disable the PCIe ports too. Make sure they are not set for 'loading/boot PCIe BIOS' or something like that. You are getting further then me with Catalina.
Can you disconnect LAN card? Either that or be sure it is not connected to anything.
I never had any problems with built in Intel LAN ports For initial boot.

Is it possible to boot high Sierra with an older version of clover? I tried the “Sierra clover boot loader” from my Sierra multibeast and that also failed. I seem to only be able to boot from USB first only.
Are you installing high Sierra? Remove all PCI cards, except OSX compatible video card . Make sure you use recommended BIOS settings.

I have High Sierra running on Similar hardware. Thus far I have not been able to get Mojave or Catalina installed. I’m Using ATI Radeon HD 5870 and it’s butter smooth. Same dual CPU and 48GB ECC Ram . I paid $300 for all my hardware (NetScaler SDX 11500) eBay
OK here’s the latest, one installation of High Sierra is on Intel SSD the second installation is on normal hard drive.
SSD has APFS, HD has HFS+
both have multi beast and boot loader legacy installed.
Neither one wants to boot directly but both will boot from USB stick first.

I used the TonyMac install method, to install Yosemite, El Capitan And Sierra successfully in this hardware.
Same for High Sierra but after install and running Multi Beast on High Sierra it will not boot. Very strange.
Mother board has VT/VT-d disabled and no USB3.
