I found a workaround. Open Terminal, paste: softwareupdate --fetch-full-installer --full-installer-version=10.15 dont panic when it says "Installing", it is installing the installer, not the OS. After it is done the installer is under Applications.

Same here. I did the update on this hackintosh. Tried to download Catalina from app store to make a usb installer so I could install on another machine and I get the same error. Apparently, Apple doesn't want to give the installer out anymore :)

What video card are you using? igpu or something else? Run the installer with -v so it will show where your hanging at.
