I had Fn LockMode Enable/Secondary in BIOS
changed it to Fn LockMode Disable/Standard - restart and F keys just work.

Just tried to use Fn keys in combination with F keys for brightness and volume control Fn+F10 Fn+F11 for brightness
and Fn+F1 Fn+F2 Fn+F3 for volume controls and it just works!

I've realized that while doing a clean install of OC Mojave EFI haven't cleaned the NVRAM on first OC boot
as been suggested in Dell XPS 13 guide on this forum if Clover was previously installed.
Could this be the reason why my clean OC Mojave installation inherited previous install Clover...
