Weird power cycle problem

I just got my parts for a new build yesterday and installed everything. When I hit the power button the LED lights up and the fans spin, but just for a second. Everything shuts down including the power button LED, and then after a few seconds it tries again. Here are my components:

Gigabyte GA-H87M-HD3
i3 - 4360

Not my first build, but I could be doing something silly. I have the main power connection on there as well as the 8 channel CPU power supply. One 4GB memory module is installed. I disconnected the HD after the first couple failed attempts and I'm not just trying to get into the BIOS.

Here is the kicker, I am also building a hack for a friend right now. I have an i5, can't remember the exact model. When I throw that in to the mobo it starts up. So I thought maybe a bad CPU... Took it back to the store and got another...same exact problem. I also have a different mobo for my friends build, GA-Z87MX-D3H, hooked it up and put the i3 in there, exact same problem... Anyone have an idea what the heck is going on? Any help is much appreciated!

Have you tried the bios reset jumper ?
 
I haven't yet, but it's weird that the same problem is happening with both mobo's. I'm going to do some more investigating tonight. Thanks for the suggestion, I'll give anything a try!

Regardless of whether the motherboard is new or used, its always a good idea to do a bios reset when installing a CPU.

So I played around with this last night. When I put the i5 chip into the computer, it cycled a few times then I got a message saying the bios had been reset. I shut the computer down, turned on and it went into bios for me as I didn't have a hard drive attached. Kind of weird, I didn't see the normal first screen that allows you to hit a key to go into bios or to bring up the boot options. Is that because I didn't have a drive connected? First screen I see is a warning that it can't find and operating system and a button to go to bios.

Anyway, the bios was reset on it's own I guess. After a few more restarts to make sure it kept wanting to go to bios, I swapped back in the i3. Immediately get the power cycle again. This is the exact same problem with the two different boards I'm working on. Boots into bios with the i5, won't with the i3. And this is my second i3, I returned the first and got a new one.

Got the question into Gigabyte help desk but thought I would check in with you guys again. Thanks!

Did you actually select the option to load bios defaults then do a save and reboot ?

Gigabyte boards have been well known for getting into boot loops in the past. Typical action has been to grab and load the latest bios.

Also what i used to do is to fit only the necessary parts (CPU, Ram, GPU), power up until it started looping, power down, use ths bios reset jumper, power up and into the bios, then load & save defaults, then finally reboot.

The bios reset, then loading & saving defaults was usually enough.
 
I'll keep giving that a try until it works or Gigabyte gets back to me. Thanks for taking the time to help.
 
Got it to work finally, here is the response from Gigabyte that worked in case anyone else runs into this.

Due to the 4360 CPU being an Haswell Refresh the bios will need to be updated onto both boards first before it can support this CPU. Please use the 4430 to get the system to post and update to the latest bios for the 2 boards first before it can work with this new CPU.
