Gigabyte Z390 M Gaming build with working NVRAM

Looks like a graphics error. Do you have IGPU disabled in BIOS? Is your monitor connected to your 5600 XT?

Yes, into the graphics card - I don't think the 9600k has a iGPU- I do not see an entry in bios on disabling that
(edit) found the bios setting, disabled iGPU and am booting over
(edit 2) hung in the same spot it seems

"K" CPUs are just unlocked meaning they can be overclocked.

"F" CPUs are the ones that don't have IGPU.

Checking on my methodology for injecting navi argument -
open plist, select boot, right click and add the argument, click save
done?

I still suggest trying with your Kepler card or with IGPU. Then plug back the 5600 XT after installation is done.

unfortunately my kepler cards arent compatible with my powersupply, the only other one i am sitting on is a Turing RTX. Booting off the iGPU seems to hang at a spot further down the road, but i keep losing my video signal when trying to pull the verbose report, ugh... if nothing else i will try to catch it right before it loses signal. Thanks again for the help, because this is frustrating.

Why is the power supply not compatible??

If you are using IGPU, please use the config.plist from post #4 or, if you are installing 10.15.5-10.15.6, the config.plist from post #1360.
