The OP is relevant if you are making a fresh install. If you're updating from 10.11.x to 10.11.4, see Post 1 & 2 here: http://www.tonymacx86.com/os-x-updates/187001-os-x-10-11-4-update.html
A friend of mine told me that there are some issues regarding the installation of 10.11.4.
Is there a way to install 10.11.3? I don't have a mac that is running 10.11.3 and downgrading from 10.11.4 to 10.11.3 is not possible is it?
What issues? I've updated my systems (I have too many) to 10.11.4, and it was one of the easiest updates I've had with El Capitan. You don't have to sacrifice a chicken to do this update.

I only possible issue is if you have an Nividia Maxwell chipset graphics card. But, that's an easy problem to deal with as I outlined in Post #2 (see above).

So, since we're not telepathic, you have to be more specific about your friend's "issues regarding the installation of 10.11.4."

He didn't tell me anything in particular but I guess it has something to do with the on going audio and Ethernet problems.

You say you did update your systems which as I am concerned is another process than doing a clean install.

The only thing I'm asking is whether it is somehow possible to do a fresh install of 10.11.3 while 10.11.4 is the only version you can download from the app store.

No, 10.11.3 is no longer available from Apple. There shouldn't be any "issues" with 10.11.4's audio or Ethernet unless you have a motherboard that's not in the Buyer's Guide. Why don't you download MultiBeast and read the Features document to see if you're audio and Ethernet chipsets are supported. You can also see the Features document on MultiBeast.com.

However, ever since Haswell, we've found that problems can occur with OS X unless, first, the memory you select is on the motherboard's memory support list located on your motherboard manufacturer's web page, downloads section, and, second, your PSU is rated by the manufacturer as Haswell (4th/5th Intel) "ready" or "certified." The Haswell, Broadwell and Skylake processors have lower idle voltages which can cause the PSU to shut down the system.

If your system is mainstream (and it looks like it is fairly mainstream) and you follow the tonymac86 installation guide for 10.11, you should not have any problems. Your audio driver is a Realtek ALC1150 which is available in MultiBeast. Your Ethernet chipset is the Intel i219-V which needs the IntelMausiEthernet driver in MultiBeast. BTW, both of these are the same drivers I used for my Gene build.

You'll have to use the Nvidia web drivers for the build number of El Capitan, but take a look at my Gene build description for the installation procedures I used with my ASUS motherboard and GTX 950.

Just finished skylake i7 6700 on GA-Z170MX Gaming 5 with 32GB DDR4 2166. The samsung 950 pro SSD and GTX 760 GPU. Everything is working: boot from 950 PRO, iMessage, appstore, airdrop, handoff everything. The WiFi and BT PCIe card is BCM94360CD 653-0014. All USB ports are working (I did not test all internal, but the one for bluetooth is working and one USB 3.0 onboard is used too and working correct speed. The USB 3.1 is on usb 2.0 speed. everything else is 100% working. It was more complicated than 4790 and 3770 machines I was doing before, but I loved this challenge! Good luck to all of you who are trying!

How did you get your USB ports to work correctly? I have the exact same build as you and I can't get my USB ports to mount a portable USB 3.0 hard drive. The drive works fine on my Macbook Pro, so I know it's not the drive's fault.

I used usb 3.0 from start, even for boot and installation of osx. I used all fixes and patches from the guide and it works perfect. As I said only one port does not work and that is usb 3.1 port (work as speed usb 2.0) if you have exact same build even same motherboard, I can send you the efi folder from efi partition. Pm me your email.

Please help fix the problem
