I am not sure that it is reporting your CPU wrong, it is reporting a Quad-core Xeon E5. You say its a 3.5ghz but intel says it is 3.7. So 3.6 is in the middle.

There is a way but every time you update the OS you will have to fix it and it is purely cosmetic.
