Windows 7 Issue(Time Zone setting and GIF Generator)

I have windows 7 OS. The clock does not set properly, the time zone is right but the time is not and I have to keep updating it everytime I login. Anyone how to deal with it?


Also, I keep several video of mine, and I want to make a vivid gif out of it. How can I do it? Should I use some tools to help me. How is the Imgur video to gif generator? Is there a batch tool out there? Please tips.
