your config,plist doesn't make a lot of sense

ie:

            <string>Default</string>

and:

<key>#AppleXcpmCfgLock - 2</key>
            <true/>

(not going to add all your mistakes)
but you need to sort that mess out
tip: ScanPolicy should be set to 0


XhciPortLimit should be disabled


remove kexts you are not using, no need for AMD GPU boot arguments

This was done, but I'm still struggling with OC 086 and Ventura on my rig.

In my opinion, there is something fishy with APFS. The opencore.txt file shows this :
