But i am not on Hight Sierra i am on sierra ...? Maybe this is the problem ?
 
Yes, maybe a power issue. Make sure you have connected a power cable to the PCI-e card internally.
The power is well connected ... maybe i should try on my Win partition ?

I believe Sierra had support already. Make sure you are powering the USB card correctly.

What do you see in System Information > USB?
 
The problem is my audio card is powered thru the cable and the computer... no dedicated power ..

If you have already connected the following to your power supply, I don't know what else you can do to add power.

Yes, please try and see if Windows sees your device.
 
If you have already connected the following to your power supply, I don't know what else you can do to add power.

When i plug an other USBC device I had a message : thunderbolt is not working with this mac ?
Edit : it happen when i plugged my audio card on one of my usb 3 of my motherboard with a usb to usbc cable ...

This is not a Thunderbolt card. It is a USB 3.1 gen 2 card.

You must make sure the devices you plug in it are USB devices, not Thunderbolt.
 
maybe This is the mistake ? .... i think my audio card is usbc thunderbolt ...
