I also use VoodooPS2Controller.kext and my gestures also doesn´t work, but it is normal. You can´t get gestures to work with this kext. When you want to enable some gestures, you should install an application for this.

I used @RehabMan 's https://github.com/RehabMan/OS-X-Voodoo-PS2-Controller which mostly works.

Basic pointing, 2 digit scrolling, right click, left click work (work) but complex gestures don't work. Or perhaps are mapped to weird things like 3 fingers up goes to Finder->Go.

I have a dell 5457 and followed https://www.tonymacx86.com/threads/guide-dell-inspiron-i5559-on-macos-sierra-gm.203688/ for the most part, some fixes I got from other places.
you can enable some gestures under accessibility just use the swipe motions instead of keys

Three finger gestures must be configured in SysPrefs->Keyboard->Shortcuts.
And of course all these features are gestures:
- two finger scroll
- tap (1,2,and 3 finger) for click
- double tap hold for drag
