This happens after update 10.13.6

After creating a new folder, the folder name does not line up with the folder icon and after copying files to it there is a gray circle and a black x above the file icon, as if the file is being copied, but the file is already fully duplicated...
This goes away either after relaunching the finder or restarting the machine...

Reinstalled High Sierra & security update... still the same.
Security update is suspected...
