Stuck at PCI Configuration Begin / Reboot Loop

I am using Unibeast and Clover UEFI.

My parts are:
MSI X99 SLI Plus
EVGA GTX 980 Ti SC+
Intel Xeon E5-2660v3
G.Skill Ripsaw 32GB DDR4-2133 RAM.

Originally, I was unable to get past the first screen (with the ++++'s).

I used the flag "cpus=1" to fix this issue.

Next, I was stuck at the PCI Configuration Begin page, so I tried:
PCIRootUID=1
-x

This allowed me to get further, but it would restart before entering installer.

I have attached pictures of my config.plist files. Please let me know if there are any other things to try out!
