Still waiting for root device

Hello, i have problem still waiting for root device:
USBBusFix=Yes didnt work
Laptop has only 2.0 ports
It looks like turning off electricity from usb ports (i tried fastly removing and putting back usb)
USB is 3.0 and i tried 2.0
any version below 10.11 like yosemite works but i need newer version
