is there any type of spray paint or in a can that will finish with a soft touch feel?

I had no idea what you meant by soft touch paint until I googled it and saw this:

Looks like it is not an end user applied product though so no spray cans I could see. Be nice to see (or feel) a mod with this stuff on it.

pretty much the same rubberized stuff you see on the back of many android based phones only im looking for it in white
