Windows7 x64. It works when you dual boot Win7x64 and linux also.
There was one thing I did that wasn't clearly explained in the things I have read. When you create the new key, you click in empty space in the "TimeZoneInformation" panel on the right. You'll get a single entry menu option, "menu ->" From that select "DWord (32 bit) Value". Why, I'm not sure. You create that varaible. Name it Time "RealTimeIsUniversal" as instructed, set the value to "1" by right clicking it, selecting properties and setting the variable to 1.
I'm running a x64 system, but, apparently a 32 bit value is fine because it's worked for me every time I've tried it.
