tried:
2 different USB2.0 disk, and a USB3.0 disk
delete EFI partition on USB disk in Windows, reformat USB disk,
recreate macOS install media from MacBook terminal, and reinstall Clover again
unibeast 8.2.0

disconnect all other hard drives, only keep the install target.
disconnect all my hard drives.
3 versions of fakeSMC.kext, only use one in a try, in EFI/CLOVER/Kexts/Others

toggle related options in bios ON/OFF in every possible combinations, including DT-v, USB 3.0, CSM,
RESULT:
clover boot with no problems at all, from first try.
I can see all my hard drives in clover boot for all tries, except disconnecting them.
use UEFI Shell map fs* command, The Install macOS High Sierra partition on USB disks can be seen as FS1:
Clover cannot see Install macOS High Sierra usb disk after 10 hours trying.
