Upgraded to 13.2 today and was immediately met with "Operation not permitted" when trying to open any files in at least Downloads/Documents/Desktop using multiple apps. I checked that the apps (iTerm, Terminal, Chrome, SecureCRT, Acrobat) all had "Full Disk Access" enabled under Settings | Privacy & Security.
Disabling SIP in System Recovery allows everything to work, but I shouldn't have to do that.
I don't see anything else that stands out. I'm running the latest OpenCore (0.8.8) and everything else seems to be working fine.
