Simple way of OC under El Capitan

This is working very poorly on my box. It does run at variable clock rates, up to the OC I set in the BIOS, but the problem is that it's almost always running at or near the OC (4.4GHz). I almost never see any cores running at the base rate (1.6GHz).

Before disabling EIST, I didn't get the OC, but I saw all cores at 1.6 whenever idling. This seems like a much better long-term situation (though neither is really any good). Time to do research into "generating P-states", I guess.
