Sierra Won't Restart or Shutdown

Hardware:
32GB RAM | GA-Z87M-D3H | i7 4770K | GeForce GTX 760

OS: Sierra: 10.2

Couldn't update to 10.2.5 combo, cos it can't restart properly.
Hangs on black screen with mouse cursor. Had to force power-off to restart or shutdown machine.

Attached are files needed for report. Please advice.

You shouldn't need NullCPUPowerManagement.kext.

Try with this edited version of your config.plist :

hey P1LGRIM,

I have replace the config.plist. Still unable to restart or shutdown.
Any other info you need to investigate?

I have no issues prior to this. I just did a clean install on the same hardware.
