I've encountered an issue! I added a second monitor, AOC U2790VQ 27" 4K, and am experiencing color banding in gradients. 10-bit color mode is showing as enabled, just as for the first monitor, but it's clearly not actually displaying 10 bit color. The monitor appears completely normal in Windows 10. I don't think this monitor has YCbCr capability so I assume it's running in RGB Mode. Is this a MacOS issue or a clover issue? Both monitors use DisplayPort 1.2, both are 10 bit monitors.

if you swap the monitor ports on the GPU, is it the same?
I swapped ports on the CPU, swapped cables, yet the issue stayed with the monitor. I am going to return it. I have a new monitor coming, hopefully the issue was in the monitor. Wife's laptop couldn't display 4K at 30hz from HDMI anyways, so I ended up getting a 1440p monitor instead.
