Red/blue color-changing fan?

I'm looking for a 140mm fan that will turn blue at lower RPM's and turn red at higher RPM's. Does such a thing exist? Of course, it absolutely has to be quiet and effective, too. Thanks in advance.

I don't think that such a fan exists. And there is no absolutely silent fan out there.

I can even hear my Corsair AF 120 QE or SP 120 QE at 7V, where if you read some reviews they say "not hearable at 7V".

Oh I know there aren't any silent fans. I'm just looking for something reasonably quiet. And I'm totally against the "Christmas tree effect", too. I'm just looking for a single fan for a specific purpose. Either it works or it doesn't.
