Really weird boot loader issue

So I have Snow Leopard installed to one partition, Windows 7 to another, and I have chameleon from Multibeast installed to the OS X partition. For some reason, no matter what I try to do, I can't seem to get my OS X partition to be the primary partition. Whenever I boot up my machine, it defaults to my Windows partition. I've tried re-installing Chameleon, as well as setting the primary partition to the OS X partition using fdisk in terminal. I can get into my OS X partition no problem using iBoot or interrupting the automatic boot process, but I just can't get the boot loader to default to OS X.

What do you think the problem could be?

Yes, but I found out what the problem was. Inside the com.apple.boot.plist, there was a string that had the default OS set to the third partition, so this overpowered any command in terminal.
