Radeon RX 590 - No spinning fans

Hi,

I recently bought a new 4K Monitor and change my old Nvidia 750Ti to a Radeon RX 590 to have DisplayPort and also the possibility to update to Mojave/Catalina/BigSur, I am in High Sierra for now.

I found a little problem, and do not find the solution on internet. The fans are not spinning, in idle or 100% load, I rise the temperature doing a benchmark up to 80º and do not move.

I tried on Windows with MSI Afterburner and fans works fine, also with AMD Drivers.

So, how to solve it on High Sierra?

I am thinking to return the XFX RX 590 and take a Sapphire RX 580 at same price. I will works better?

I really don't get so much information about fans not spinning on macOS
