Quicktime working VLC Doesn't? Mojave 10.14.3

Have a fresh Mojave Installation and have run out of ideas hoping for someones insights.
I am including my bootlog.txt as an attachment - this is my first specific problem post so I don't know what additional items I should attach to make it simpler to get your thoughts.

Graphics is working well except for VLC 3.0.6. Audio is also working properly (even through VLC)
I do not have a grphics card (using Intel 630 as part of i7-8700K)
I have tested the same .mv4 file with QuickTime Player (10.5) and it plays perfectly (Audio & Video).

The symptom is that during VLC playback all I see is the VLC window flashing between black and the 'playlist' screen (with toolbar on left and rows of previously tried videos on right) The window doesn't even get as far as resizing (to the specific aspect ration of the movie).

Grateful for all insights.

Same issue here, I am running from built in HD 4000 graphics and all Apple apps can see the built in video no problem (Logic, Quicktime player) but other apps like VLC will not.

Not sure if that is just the deal or....
