Problem with Radeon R9 380 PowerColor 4gb . Mac OS 10.12.2

After upgrade 10,12,13 to 10,12,4 :

Booted with IGP ( PEG off)
DVI from mobo set on monitor

After booting
Disconnected HDMI from mobo
Connected HDMI from R9 380

GPU set on with acceleration.

( I'm able to but with PEG on but only in safe mode and without acceleration)

I fixed the file permissions I managed to run just a couple of times at the same time, acceleration didn't work

Your Custom EDID in clover looks like 00691002 but in text editor AGk5EAI=

I realized that it makes sense to return to Yosemite

I tried to run both with HDMI and Display Port as well as with DVI-S and DVI-D

And the launch only happened if the Display Port was connected

But not always

Update

When i delete AMDRadeonX4000.kext it is boot always only with HDMI connected but without acceleration
 
You need to prevent the AMD GPU from getting initialized during boot phase, using iGPU=Primary is the most common approach to do this.

Installing a 2nd "helper GPU" can do the same for you. Depending on your mainboard's UEFI implementation it could also be possible to unplug your monitor during boot phase.
It's also possible to modify the VBIOS to prevent it from getting utilized during boot phase. I wouldn't recommend to do this unless your card has a dual BIOS, because it could easily result in a brick.
 
Thanks for the help, I have a very old motherboard.
I'm thinking of trying with a non-connected monitor at boot time, and if this does not help, then back to Yosemite because there the video card works out of the box without any changes
