Hello all, I was have this problem like you when I installing Hackintosh Catalina.
Please checking your right Fake CPUID, and already have FacePCID.kext by @RehabMan in clover.
Hope it helps you. I was installed Catalina on my hackintosh.

Set up bios — peripherals — usb configuration — xhci hand off — enabled

Had the same. I removed all kexts from /Library/Extensions. (backup them just in case). After that was able to boot from Bootable USB Drive I don't know if was possible to boot from Hdd
