Power Management 8700K - Frequency Spikes

Hi,I enabled power management with PluginType in Clover (also tried with ssdtprgen.sh) With IntelPowerGadget i can see my CPU Frequency spikes up and down.My problem is that the power management operates too aggressively - my CPU Frequency spikes to around 3 GHz only for moving mouse;iTunes use around a 4GHz only for playing a song(this action tested on Windows seems more stable). What can I do for this problem? Now I want try to use HWP but can’t figure out how i could enable it on High Sierra.

No one in the world can solve this problem, I have the same problem and I'm fighting against it for 4-5 months but nothing changes. google/forums/devs no one can help
