Planning on upgrading my graphics card to a PNY GTX 660 Ti; Would installing ML or Mavericks be a problem?

Yes, I think so. Even socket 775 systems work fine so I don't see why your socket 1156 system won't work. 660 Ti should work in Mountain Lion.
 
Your motherboard will run Mt Lion successfully. Chances are, you'll be able to run Mavericks, too, as Apple's site states. :thumbup:
