is it reliable to use the 'New Image' function of disk utilities and place it on another hard drive partition that is formatted exFAT for disaster recovery, also is there a way to verify the image is not corrupt ? can the bootable usb installation drive be used to recover ?

If you looking for ways to have disaster recovery you should look at both of these products

One is called Carbon Copy Cloner
the other is called Super Duper.

I use CCC and backup the whole drive to another partition on another drive. This way we have a bootable backup - ( need to install chimera to the partitoin to get it to boot up ) which is not part of CCC or SD.

We have an post one CCC that covers this area if you want to read it - seach and you shall find. Would not use fat extension for anything mac.

As to FAT - suggest that if this is Mac you make the partition and volume mac spec same as what your source drive is
 
so use osx to setup and format the partitions, install chimera to that partition and use ccc/sd to place a bootable image there ?

Setup the partition using Disk Utility, then use CCC to copy the source to the partition, then install Chimera.
