The HD4600 iGPU isn't supported by Ventura. The i7-4790 has AVX 2.0 instructions so that can work. Just need to get a supported AMD graphics cards. See: https://www.tonymacx86.com/threads/...monterey-ventura-or-sonoma-hackintosh.325942/

You will also need to learn about OpenCore boot loader. Spend some time on that before attempting to install.

which is the latest OS version I could install?
the problem is I cannot use the latest browser and cannot update them

When using HD4600, Monterey is the latest. You'd need to use Macmini 7,1 SMBIOS for it to work. Those have a Haswell iGPU so it's relatively easy to get it working without a dGPU.

Even if you upgrade to Catalina, you'll get the latest Chrome and Firefox browsers. Not sure if Safari for Catalina still gets updates.

may I upgrade to Catalina directly with installer on usb pen?
Not a good idea if you're on El Capitan now. Try a clean install to a separate drive first (Disconnect the El Cap drive) and see how it goes. If you want to use Clover via Unibeast for Catalina that will probably be the easiest way to go.
