OCAT 0.9.X

I'm trying to update to 13.5.2. When I download the latest release of OCAT, it opens as 0.9.2, and when I run Help/Update Check, it tells me I'm on the latest version. But I see that I need to be at least on 0.9.3. Why is the latest release coming up as 0.9.2, and where can I get an higher version? I've used OCAT several times before... not sure what the issue is right now.
