noisy fans Gigabyte z270 / i7700k CPU temps 65c on startup?

Ive done a bit of reading an unsure if i need to return this setup, thought before i do I would ask, I dont want to start pulling apart the cpu and applying the liquid metal, the temps when just in biois before putting under load are 65c which is way too much and way too noisy if this is the only option will keep my imac any suggestions or things to check? surely it should be more like 30c on bios?
