solved: go to /system/library/coreservices , find weather and right click OPEN, after that both stocks and weather widgets appeared in the notification center in my machine.
At the time of solution I had disabled SIP with 0x77 in clover csrActiveConfig.​

System: Asus F301A (x301a) (Clover)
CPU: i7-3630qm HM76 chipset
Graphics: HD4000 1366x768

i can't find my system folder...

downloads/Community Software/showALLFILES....open select show.
system is a hidden file in El Capitan.
