no permission to edit system folders

I installed Mac Os Catalina on the Hp Pavilion 15cs0051wm (I5 8250u intel uhd graphics 620) Almost everything is working fine, just the trackpad that works with just one finger and I can't control the brightness of the screen, the ways I found to correct these errors need that some files be added in the preference panes folder on the installation disk, but I'm not getting permission, I've tried everything (give everyone read and write permission, add an administrator ... write the command diskutil resetUserPermissions / `id -u` in the terminal) but I can't release the permission, does anyone know of any way to change this permission?

open terminal and enter

sudo mount -uw /
enter password, and it should be ok after that.
