You may be able to run High Sierra on this build (although I am not exactly 100% sure since you want to use a 9th generation CPU), but not Mojave due to the lack of Nvidia web drivers for the 1070 Ti.

What can I switch the graphics card to?
I can try to change that too

If you can change the graphics card, I suggest a Sapphire RX 580 or Vega depending on your budget.

with the current config, i cant get anything other than Geforce GTX or RTX models... so i cant get this to work with mojave?

No, the Nvidia cards are not supported at this time, not until Nvidia decides to release Mojave web drivers, which may be well into 2019.
