Machine won't boot, appears to be a USB3.0 issue

I built my hackintosh back in December basically using http://www.tonymacx86.com/golden-bu...-i7-3770k-gigabyte-geforce-gtx-660-ti-49.html as my guide. Everything has been working pretty well (except for the standard issues with this motherboard) until a couple days ago. I restarted my machine because finder wouldn't open a new window and all of a sudden it will no longer boot. It starts up but when it gets to the gray apple screen, it just powers down. I have tried different boot options, (verbose, safe mode, ignore caches, ignore "Kernel Flags", and single user) All of these have the same result except single user, which ends with this error. (sorry for the poor quality, I'll write out what it says)

USBF: 1. 63 The IOUSBFamily did not receive enough extra current for the superspeed device (4-Port USB 3.0 Hub) at 0x14b00000, asked for 400mA but got 0mA

Singleuser boot -- fsck not done
Root device is mounted read-only
If you want to make modifications to files:
/sbin/fsck -fy
/sbin/mount -uw /
If you wish to boot the system:
exit
:/ root#

I have tried removing all USB connected devices, including my keyboard and mouse. I've tried disabling CPU PLL overvoltage in the BIOS. Not sure where to go from here. hardware specs below. The intel drive is my OS Drive. Thanks for helping!
