JPG images not showing and slow h.264 perfomance Mojave 10.14.5

I am currently experiencing issues with jpg images in finder. This has been apparent since moving to Mojave.

I have also been struggling with h.264 files in premiere since moving over and I have no choice but create proxies, even though I have a high powered system.

Any advice greatly appreciated.

Sounds like a IQS issue (Intel Quick Sync).

Make sure you have the IGPU enabled in BIOS, dGPU set as the Primary and using a "Headless" PlatformID.
