Is USB Port Patch Different for 10.14.2 & RX 580 HW Acceleration in H264/H265 works

RX 580 HW Acceleration in H264/H265 works both in High Sierra and Mojave. I'm not sure what are people talking about here.
Tested right now with Final Cut Pro 4k H264 Export in both systems.

How do you know it's using RX580 and not Intel QuickSync?

I got it to use hardware encoding, but on the iGPU, but I'm using an RX 580.. What am I doing wrong?

When you Encode the file look in the option does it says Intel or doses it says AMD?

as far as I remember it also depends on teh system definition
