Is this pc build able to run OSX el capitan?

Yes, you should be able to run OS X quite well on that system. Start with the following guide: http://www.tonymacx86.com/el-capita...-el-capitan-any-supported-intel-based-pc.html and do a search in the User Builds section of the forums for your motherboard model and graphics card to see if there are any specific instructions or gotchas others have encountered when building their systems.
