Is not convertible to APFS

I have some problems in my HP Pavilion Gaming with the Mojave installation process.

It doesn't let me install it on my SSD.
I have also tried to install it on an HDD disk in MacOS + and it still gives me the same error

(Disk25s1 is not convertible to APFS)

I had the problem but it was earlier in the process if I remember.

I solve APFS problem by installing first macOS then other ose's.
 
APFS volumes share storage space within a container. If you don't have a container, you can't have an APFS.
Erase disk and create container first, then the rest.

When I erase the disk, automatically creates a container.
 
Erase with disk utility or on windows or Linux whatever. Format as fat or exfat.
Then boot the usb installer and choose disk utility to format as apfs. Then install.

Same problem.

I formatted the disk with Windows and later, formatted it in APFS with Disk Utility .
 
When you formatted in disk utility did you create a container ? Do you have the apfs.kext in the driver folder in EFI ?

Do you enable Show all devices? You are formatting disk and not the volume?
We cannot quite understand what step you have failed.
