I installed Mojave 10.14 on my laptop's HFS+ partition, and now the system is not detecting updates. I manually downloaded the Mojave 10.14.3 upgrade package, but during the installation I was prompted not to install into the HFS+ format partition.

After converting partition format to APFS, I can upgrade Mojave to 10.14.3.
