Hi I can somebody explain how to install High Sierra on MSI Cubi 2 Mini-PC with this specs:
I Have Windows 10 on this mini pc now. I will like to run dual Windows & High Sierra.

Well, as P1LGRIM said, your system's CPU and CPU graphics are both not supported, not to say there may be problems related to other hardware and the required BIOS settings.
I don't think you can run MacOS on that system. Even in the unlikely event you were able to install, MacOS won't run well.
