High Sierra installed but reboots at final setup

I made it all the way to the last OS X install step where you pick a language, a keyboard and your network settings. As soon as I hit Continue, I see the 'wagon wheel' spinner for a moment, then the system reboots. I can't complete the final part of the installation.
The only thing I'm doing that's a bit different is I kept the HFS+J file system instead of the APFS that it would do by default since I have a SSD.
Most problems I had for the past two days were getting past the basics... but now I have solved them and it still won't finish.
Has anybody else encountered this?
