Help me with bootable USB

I have HP 32GB USB and i have downloaded OS with gibMacOS but now if i try to make it install useing MakeInstall.bat it show a list and if i select my USB and format then it's showing error

can't do that with windows

create a recovery with catalina and install that, then you can upgrade
