Some are some aren't depends which brand I guess. My 4540s isn't soldered. I had issues with missing IMEI on a laptop board awhile back. I tried a BIOS re-flash & IMEI Firmware Update none didn't work.

You'd probably need a motherboard swap.

sorry for late, I was without pc, I meant there's a way to make graphics work without Intel MEI? maybe installing an old version of macOS or new High Sierra?

It's impossible. You can try re-flashing the BIOS. Download it from HP's website and create a bootable HP tools USB drive on Windows.

There were a few patches created a while back.
They are probably not up-to-date for current macOS as they never worked correctly anyway.
So the answer is... no.

Use Google. Probably better to just replace the motherboard instead of wasting time majority of time its due to to hardware failure. Re-flashing BIOS and MEI Hardware doesn't always work.
