H.265 Encoding only via CPU (Want to use RADEON VII Hardware Acceleration)

Hi, as per title H.265 is Encoding only via CPU (Ideally want use RADEON VII Hardware Acceleration)

I have confirmed via the following thread that on all applications: Handbrake, Davinci Studio, FCPX etc none use Hardware acceleration for H.265 exports (H.264 is perfect):

CPU H.265 is working fine and is confirmed by videoProCodec.

Is there any way to get this working on my system. SIP Disabled - EFI Attached.

This is for Build:
2022 Z590 VISION D - i9 11900K - Radeon VII
