It may be a problem with your SMBIOS choice.

For first-gen HD Graphics, as I understand either MacBookPro6,1 or MacBookPro6,2 should be used. Currently using MacBookPro6,2 and changing to MacBookPro6,1 results in no brightness slider still.

Try MacBookPro8,1.

No further ideas for you.
Something is causing the system to choose a backlight profile other than the F14Txxxx profile.
_UID=14 so that matches.
You can experiment with different profiles (in AppleBacklightInjector.kext) and see what you come up with.

It is a codeless kext, therefore not expected to "load".
